Does Telegram notify when you take a screenshot?
Only in two places: secret chats and disappearing (view once or timed) photos and videos. There Telegram protects the content — depending on the device, the screenshot is blocked or the other person sees a notice that one was taken.
Everywhere else — regular private chats, groups, channels, profiles and stories — Telegram sends no screenshot notification at all.

Secret chats
Secret chats are end-to-end encrypted and exist only on the two devices. Telegram treats screenshots there as something the other person should know about: on some devices it prevents them, on others it posts a notice in the chat. The same goes for screen recording.
Disappearing photos and videos
Media sent as view once or with a seconds timer gets the same protection, even in regular private chats: the screenshot comes out black or the sender is told about it. The rest of that chat stays unprotected.
Groups and channels with protected content
Group and channel owners can turn on a setting that restricts saving content. Then forwarding and saving are disabled, and on many devices screenshots come out black. Nobody is notified, though — the protection just quietly blocks it.
The other side of it: what you send in a regular chat can always be screenshotted, forwarded or read from a notification — silently. And it works the other way round too: the other person can delete what they sent you, and Telegram won't tell you either. What Telegram doesn't notify.
Keeping your own copy — the legitimate way
If you take screenshots because people delete or edit what they wrote, there is a cleaner option. A bot connected through Telegram's chatbot section (“Edit” → “Chatbots” in your profile; Premium not needed) keeps the messages of the private chats you choose as they arrive and shows you what was deleted or edited. It doesn't touch secret chats or disappearing media — those stay private by design.
